Next Steps

After reviewing our proposal and the supporting evidence, as well as the other submitted proposals, the Government is now consulting the public on the options available until 11 January 2026.

Please note this timeline is subject to change: 

• November 2025: Government is holding a public consultation to gather local people's views on proposals.
• Early 2026: Government makes a decision on how services will be delivered in the future 
• Spring 2026: Necessary changes in legislation start to be made, concluding in the Autumn of 2026 
• 2027: New authorities set up in shadow form, with elections in May 2027 
• 2028: New authorities go live and take over from existing councils
